not able to extract a file--UHARC

Hi,
well I don't have too much idea about this.So I wish sb would be so nice to help me out.
The Picasa is a photo organizing program produced by google(I think...), and I have used it for all my photos,when a folder of photos are edited that folder will appear this file and also another called Trumbs.db , but it changed out that this Picasa.ini file can not be written. I don't know what's wrong...this is really important to me.I hope you can help you.

Does the file "E:\photo\Picasa.ini" already exist on your computer? If so, is it write protected and/or locked (in use) by another application?

Also it still may help to provide the problematic UHA file. Upload at http://www.mediafire.com/ or a similar hosting service and post the download link back here...

this is one of it.

Every other folder with photos in my computer has this file.And I checked,it is a hiden file
